General Description Under general direction, the Senior Program Manager performs complex administrative and professional work at an advanced level, managing and directing several major statewide programs of Child Welfare within the Office of Programs and Policy, Division of Program Support, Bureau for Social Services. Responsibilities of this position include formulating plans, policy development, direction, coordination, and administration of the operation staff within the program areas. They will provide interpretation of laws, policies and standard operating procedures to guide implementation and best practice of Child Welfare programs. Act as a liaison within the Bureau, as well as with state and federal partners to facilitate problem resolution of complex and often controversial matters. Requests and collects information related to child welfare programs. Reviews work of the field to assure compliance to policy, standard operating procedures, and best practices. Identifies relevant issues within the child welfare units so that corrective actions can be made to ensure compliance in the future. Applicants must possess a valid WV driver's license, and reliable transportation. Applicants also must have strong communication skills, both oral and written, and maintain detailed records and extensive documentation. Frequent travel may be required. Successful completion of a background check is required for employment. Preference will be given to those candidates with demonstrated experience in social services. Please note: Applicants hired into this classification must obtain licensure as a Social Worker from the West Virginia Board of Social Work within a timeframe set by the appointing agency. Minimum Qualifications Education:
Bachelor's degree from an accredited college or university.
Experience:
Seven (7) years of full-time or equivalent part-time experience in the program area or related field.
Internal Applicants Only:
Five (5) years in the Department may substitute for the required experience.
